What program do I use to create this animation?

I am pretty good with programs, but just don’t know which one to use. Where can I go on the net or what program can I use to design a lady like this one. I want to be able to pick my own clothes, hair color, etc. and then use the animation for my blog template I’m designing. What about the little pictures of flour, cake, etc.? Do I have to design those from scratch or is there a place to get those too? Ideally, I want to not spend a fortune BTW. What are these characters called? An avatar? A cartoon? An animated person?

Unless it moves it is not an animation. You might want to look into paint.net or any of the drawing programs or even some of the Photo editors. But all in all I would classify this as a cartoon and my boyz create these in MS Paint with only a mouse so you don’t have to spend a dime but you do need talent. As for the cake and that stuff there are numerous sites on the net that offer “clip art” for free which you could use and/or modify to your hearts desire.
